La gestion patrimoniale du réseau d’assainissement géré par le conseil départemental de la Seine-Saint-Denis (CD93) suit une méthodologie appelée démarche de l’auscultation à la réhabilitation (DAR). Cette démarche consiste en un bouclage des travaux grâce aux éléments suivants : étude avant travaux avec un diagnostic donnant un état patrimonial des ouvrages, suivi qualité pendant travaux et, enfin, efficience des réhabilitations après travaux, donnant un nouvel état patrimonial. Ce bouclage permet, avec le retour d’expérience, de valider les méthodes et les résultats des auscultations ainsi que les préconisations de travaux. Il s’appuie également sur une rigoureuse méthodologie de traitement et de valorisation des résultats, notamment grâce à l’archivage et à la gestion de la donnée dans le système d’information géographique (SIG). Cela permet d’avoir une connaissance de l’état du patrimoine. La hiérarchisation de l’état des ouvrages permet d’orienter et de prioriser de manière objective les travaux de réhabilitation et de maintenance.

The management strategy for the sewage network administered by the Seine-Saint-Denis French regional authority is locally referred to as the “Initial Examination for Rehabilitation works” strategy. It consists in completing public works according to the following steps: pre-work survey including a diagnosis (which informs about the asset condition of the sewage network), quality monitoring during the works, and testing the efficiency of completed works (which leads to a new asset condition). Thanks to the feedback gathered through these steps, this methodology allows to validate methods and results of the initial examinations and work recommendations. The “Initial Examination for Rehabilitation works” strategy is also based on a rigorous methodology for processing and maximizing the use of its results. In particular, the storage and management of collected data within a Geographic Information System allows a better understanding of the condition of the asset of the network. An ensuing prioritisation based on the condition of infrastructures allows to guide and to make objectives recommendations for the sequencing of rehabilitation and maintenance works.
